Over-regulation slows progress; special economic zones enable contained experimentation
Armstrong argues over-regulation is what slows down progress in many parts of the world, with Europe as an example and the US having its own imperfect version, and that the current regulatory approval process is in many cases incredibly stifling. He is interested in special economic zones because he is interested in meta problems that unlock progress across a whole category of things. The purpose of such zones is to enable experimentation in a safe, contained way to see what works and what doesn't; if something works, it can then go through the normal process to be brought to the rest of the US.
